ANNAPOLIS -- Gov. Martin O'Malley told legislators in the House Economic Matters Committee Thursday that offshore wind energy would create jobs and help the environment.

House Bill 1054 would contractually obligate utility companies to purchase some energy from offshore wind production companies for at least 20 years once wind turbines are built. If passed, local steel workers and energy companies are hoping to build the windmills in the Atlantic Ocean, about 12 miles offshore of Ocean City.

ANNAPOLIS - For 20 years, Roy Rafter made his living as a waterman, catching fish, crabs and oysters. Now, Rafter spends hours in a dark boat, working to catch poachers.

"It's kind of like fishing. Sometimes you catch them, sometimes you don't," said Rafter, a Natural Resources Police corporal, as he finished up a predawn patrol of the Chesapeake Bay Wednesday morning.

Megan Brubaker dove into the Choptank River in Cambridge for the ChesapeakeMan Ultra Distance Triathlon last month, well aware of the high levels of pollution in the bay, but with no concerns for her health.

Unlike Brubaker, some Maryland residents are terrified at the prospect of swimming in the Chesapeake Bay. But scientists and regular bay swimmers assure there are little to no negative side effects of taking a dip in the water -- as long as you do it at the right time.

Environmentalists Welcome Senators With Windmills

WASHINGTON - Environmental activists pretended to build tiny wind turbines in the Hart Senate Office Building here Tuesday to call attention to clean energy legislation on the same day senators were set to return from their August recess.

"We're holding this creative demonstration to welcome the Senate back," said Anne Havemann, of the Chesapeake Climate Action Network, one of the organizations sponsoring the rally. Avaaz Climate Action Factory and the Energy Action Coalition also sponsored the event.
